WILLINGTON CONSERVATION COMMISSION MEETING
December 17, 2014 Meeting
Call to Order: The meeting was called to order @ 7:06 pm.
Roll Call/ Seating of Alternates: P. Andersen, K. Demers, M. Drobney, C. Jordan, M. Schreiber, R. Shabot.
Approval of Minutes of 11/19/14: Minutes were approved with the following addition on V. Finance: The CIP request form was submitted with a request for a $100,000.00 per year appropriation to the Open Space fund or whatever sum the CIP committee deems appropriate. Unanimous. So moved
Present to Speak: NA.
Finance: Discussion was held on the FY 15/16 budget request due to Board of Finance at the end of February.
On a motion by CJ/KD: The WCC will reimburse MD for $14.84 for hardware to attach the numerical marker signs to the posts which correspond to the text in the Taylor Pond Guide. Unanimous
On a motion by KD/MD: The WCC authorizes CJ to send a letter to the CIP Committee. Unanimous. The letter is concerning the language presented in the CIP FY2015-2019 review process which misrepresents the written and oral presentations of WCC to CIP concerning methods of acquisition of land for conservation and preservation.
OLD BUSINESS
A. Properties Management
FRP-DS: Trails/Maintenance: Update on trail conditions.
Taylor Pond Trail Guide/Marker Posts: The installation of numerical marker posts for the new Trail Guide can now be completed.
MU 08 Silvicultural Management/Harvest Plan: No report
Memorial Bench (es): No report.
Knowlton Preserve/TalmadgeTract(TT): The TT bridge lumber has been moved closer to the job site. On a motion by CJ/RS: The WCC authorizes the purchase of lumber to complete bridging project on the TT. Unanimous.
Peck’s Mill. MS will check in on the property and report at next meeting.
B. Town Development: PZC; IWWC: No news.
C. Collaborative Organizations:
Willimantic River Alliance: No report
Joshua’s Trust: No report
Windham County Conservation Consortium: No Report
D. March 2015 Open Space/ Agricultural Resources Program: Ideas and information on planning the event were discussed.
E. Winterberry subdivision: On a motion by CJ/KD: The WCC has no objection to the Town of Willington approving a “ fee in lieu of” accepting an open space easement on the proposed 4 lot subdivision at Route 32 and Baxter Road as described by M. Peterson of Gardner & Peterson Associates LLC at Present to Speak on 11/19/14. Unanimous
F. POCD/NRIOSCP Review: There was discussion on the timeline for review of these documents.
G: Other: PA walked the Mycoscience open space parcel along Roaring Brook and made a report.
NEW BUSINESS
A. Communications: Communications were presented and discussed
B. 2015 Meeting Schedule WCC will continue to meet on the 3rd Wednesday of the month in 2015.
